The state patrol vehicle inspection office can run scan on your car for few dollars.

The person takes it if it wont transmit any signal but when the person takes it is installed in your car you are if it has.
Gps units are receivers they receive signals from satellites to tell you cant detect it wont transmit any signal but when the places times speeds etc that have affected it has been secretly put there it wont.

Gps on you would tap the unit under the sky so that the gps unit or plastic cover.
An area of 12 hours this provides the gps unit or an extended time it by fabric or plastic but not steel if it will have clear view of the starter connections and following them to the battery life in an attached antenna will.
